Which OSD department oversees the programming budgeting and execution processes?
The Planning, Programming, Budget, and Execution (PPBE) process (see PPBE Map) is one of three (3) processes (Acquisition, Requirements, and Funding) that support the Defense Acquisition System. The PPBE process is focused on Financial Management and resource allocation for current and future DoD acquisition programs. The process is established by the Secretary of Defense (SecDef) who provides priorities and goals under the main guidance of DoD Directive 7045.14 “Program Planning Budget & Execution (PPBE)” Process.

The PPBE process consists of four (4) distinct but overlapping phases:

  1. Planning: The Planning Phase of the PPBE Process is the definition and examination of alternative strategies, the analysis of changing conditions and trends, threats, technology, and economic assessments in conjunction with efforts to understand both change and the long-term implications of current choices.
  2. Programming: The Programming phase of the PPBE process defines and analyzes alternative force structures, weapon systems, and support systems together with their multi-year resource implications and the evaluation of various tradeoff options.
  3. Budgeting: The Budgeting phase of the PPBE process includes formulation, justification, execution, and control of the budget. The primary purpose is to scrutinize the first one or two years of a program’s budget to ensure efficient use of resources.
  4. Execution: The Execution phase of the PPBE process is the real-world application of the Planning, Programming, Budgeting, and Execution process.

Silver Wings (SW) is a national, co-ed, professional organization dedicated to creating proactive, knowledgeable, and effective civic leaders through community service and education about national defense.

Silver Wings’ predecessor organization, Angel Flight, had a specific objective of supporting the mission of Arnold Air Society. While this is no longer explicitly stated, Silver Wings remains committed to developing strong civilian leaders with an understanding of aerospace power–and obviously, the continuing partnership between AAS and SW is critical to building this understanding.

OBJECTIVES

Professional Development

Local chapter activities and the national organizational structure provide members with leadership opportunities and the chance to develop professional skills. These include, but are not limited to oral/written communication, public speaking, and project planning and execution.

Personal Development

Local chapter activities and projects provide character growth through service to the community, which enables the individual member to develop a sense of purpose within and a responsibility to the local community.

Civic Awareness

Exposure to Air Force issues, enables members to develop a personal awareness of aerospace power and the role that it plays in the national defense. The leadership and skills development objectives are enhanced by opportunities for members to actively promote aerospace issues in the community through educational programs, seminars, public relations activities, and voter awareness projects.
