RDS Per User CALs cannot be used on Workgroup environment, it does not support.
RDS Per User CALs only support Active Directory environment, if it is Workgroup and not AD environment, only RDS Per Device CALs can be used. As Per User CALs information is stored on AD user properties and workgroup environment does not supports this function.
Please contact the CALs seller and confirm with them if you can exchange the purchased CAL type to Per Device. Otherwise, if you still want to use Per User CALs, please deploy Active Directory.

As the 120 days grace period still available, so, your RDS deployment works without problem. As mentioned above, once your RDS CALs has been correctly installed and configured, you will see assigned CALs via RD Licensing Manager.
